the grey zone

Flying is still banned in the high-risk zone, but individual countries can decide whether to allow flights in the medium-risk zone. The low-risk zone is open.
Citizen Zed has been thinking about this. Life is perhaps not black or white and greyscales can be seen in photographs. Is there also a grey zone when it comes to flying airplanes through an ash cloud?
